Since blood is not static (i.e. it moves around the body all the time) the area which has the most blood at any one time is the veins. Veins have more blood than arteries as arterial blood is under greater pressure than venous blood so blood doesn’t hang around the artery for as long. The largest vein in the body is the vena cava.
